Local taxes have been introduced

However, there is a big difference in the current charging standards for sewage charges among provinces. The provinces also have different considerations in determining the future environmental taxes applicable to atmospheric and water pollutants.

In September 30th, the Guizhou Provincial People's Congress Standing Committee passed the tax standard of Guizhou air pollutants for each pollution equivalent to 2.4 yuan; tax standard of water pollutants for each pollution equivalent 2.8 yuan - two times the current Guizhou sewage charges levied standards.

In 2016, Guizhou province sewage charges levied 446 million yuan, far less than 8 billion 534 million yuan of environmental protection spending. For example, Zhejiang and Jiangsu generally follow the "fee tax shift"".
